What do the vouchers buy?
Healthy Start vouchers can only be used to buy the Healthy Start
foods listed below
Milk

This must be plain liquid cow’s milk and can be whole, semi-skimmed
or skimmed. It also must be pasteurised, sterilised, long-life or ultra heat treated
(UHT)

flavoured milk, coloured milk, evaporated milk, condensed milk, goat’s
milk, soya milk, powdered milk (unless it’s infant formula milk – see
below)
Fresh
fruit or vegetables

Any fresh fruit or vegetable

pre-cooked, frozen, dried or canned fruit and vegetables, or fruit and vegetables to which anything (e.g. butter, salt, sugar
or flavourings) has been added
fruit juice or smoothies
Infant
formula milk

Infant formula milk
This must be infant formula milk that says on the packet that it can be used from birth

infant formulas that are not based on cow’s milk – such
as goat’s milk formula or soya formula
follow-on formulas that are made for babies aged six months or older
